Although weight alone is a fair indicator as to whether a person is overweight, the most widely used clinical indicator is the BMI. This describes body weight relative to height and is strongly correlated with how much body mass (including fat) a person has:

Note: Athletic people and those with heavy muscle mass will have a higher BMI, but without the associated health risks.
